Passport

Passport Hours:

Monday - Friday: 8:00 a.m. - 3:30 p.m. (We do not take appointments; walk-ins only)

All documents/forms must be filled out correctly with appropriate fees
All applicants/parents must be present by 3:15

We DO NOT renew adult current or recently expired 10-year passports in our office.
(Please visit the US Department of State's website to see which form you will need to complete.)

Used for International travel

The passport book is Real ID compliant and can be used for domestic air travel.

 Entering the United States at land border crossings and sea ports-of-entry from:

  • Canada
  • Mexico
  • The Caribbean
  • Bermuda

The passport card cannot be used for international air travel.
The passport card is Real ID compliant and can be used for domestic air travel.

How to Obtain a U.S. Passport Book and/or U.S. Passport Card (for all first-time applicants, all children, and applicants who are not eligible to use the DS-82)

If you are obtaining a U.S. Passport Book and/or U.S. Passport Card for the first time, YOU MUST APPLY IN PERSON.
If your U.S. Passport Book and/or U.S. Passport Card was lost, misplaced, or stolen, YOU MUST APPLY IN PERSON.
If you are renewing a minor's U.S. Passport Book and/or U.S. Passport Card, YOU MUST APPLY IN PERSON.


For children 15 years old and younger:

For minors 16 or 17 years old:

  • The child and preferably one parent must be present.
    • If a parent is not available, the applicant should list a parent as an emergency contact or the check should be written by a parent.
  • The child and the parent must have valid government issued identification (such as Driver's License)
  • Proof of Citizenship
    • A certified copy or original Birth Certificate or Previous Passport
  • Separate Checks or Money Orders for each child

For adults 18 and older:

  • The applicant must have valid government issued identification (such as Driver's License)
  • Proof of Citizenship
    • certified copy or original Birth Certificate or Previous Passport (issued more than 15 years ago) 
  • Separate Checks or Money Orders for each applicant

The average time to receive a passport is approximately 4 - 6 weeks.
If you need the passport quickly, approximately 2 - 3 weeks, you can expedite for an additional fee (see Fee Chart below).
If you need the passport in less than two weeks, please contact the National Passport Information Center at 1-877-487-2778 to schedule an appointment at the Minneapolis Passport Agency. 


How to Renew a current or recently expired U.S. Passport Book and/or U.S. Passport Card (for applicants with a 10-year passport)

An applicant renews by mail if:

  • They can submit most recent passport book or card
  • The applicant was at least 16 years old when last passport was issued
  • The passport was issued less than 15 years ago
  • The passport has NOT been lost, stolen, or damaged
  • The passport was NOT of limited validity
  • The applicant has current name on the previous passport
    • If not, the applicant will submit certified documents for name change

If you can answer yes to all the statements above, you must renew by mail using the DS-82 (see application forms).

  • Our office can take a photo for you, but you will need to attach the new photo to the application and mail it along with previous passport and payment (see Fee Chart below) to the appropriate address listed in the application. 

If you cannot answer yes to all the statements above, you must apply in person using the DS-11 (see application forms).

The average time to receive a passport is approximately 4 - 6 weeks.

Passport Photos

Applicants may have passport photos taken at our office or submit their own photos as long as they meet the following guidelines:

  • Full face in view
  • Neutral facial expression or natural smile with both eyes open.
  • No glasses can be worn
  • Taken in normal attire
  • Taken within the past 6 months, showing current appearance
  • Use a plain white or off-white background
  • 2 x 2 inch printed photo in color on matte or glossy photo quality paper
  • Head must be between 1 inch and 1 3/8 inches from the bottom of the chin to the top of the head

Passport Fees

You will need two separate forms of payment:

  1. Check or money order is payable to the U. S. Department of State for the passport book/card fee, Expedite Fee  and Overnight Return Express Mail fee.
  2. Check, cash, or debit/credit (MC/Visa/Discover with 2.45% convenience fee) may be used as payment to the City of Richfield for the execution fee and pictures, and copies.
