In October 2007, the cities of Richfield, Minneapolis and Eagan reached a settlement with the Metropolitan Airports Commission (MAC) to provide noise mitigation to thousands of homeowners in these communities. Under the terms of the Consent Decree, homes within identified noise contours were eligible to receive varying levels of mitigation. By then end of 2014, all eligible Richfield homes were mitigated. 

In March 2014, a Consent Decree First Amendment Program was implemented. Under this program, eligibility of single-family and multi-family homes are determined annually based upon actual noise contours developed the preceding calendar year.
