Richfield's Response to the COVID-19 Pandemic

By now, most residents are aware that the global pandemic of COVID19, a specific strain of coronavirus, has made its way to the United States and Minnesota.

In Richfield, our staff is coordinating with Bloomington Public Health and the Minnesota Department of Health (MDH) to monitor the evolution of COVID-19 and receive guidance on the coordinated response to this global pandemic. Daily updates are being provided to all staff, policymakers and our community.

To that end, policymakers and staff are committed to providing ongoing essential services while protecting everyone from the spread of the COVID-19 virus.

  • This week, the Richfield HRA and Richfield EDA established two new intiatives to aid Richfield residents and business owners in light of the COVID-19 pandemic.
    • The Richfield HRA committed $30,000 in funding for VEAP to help Richfield renters who need assistance with monthly rental payments. More information here.
    • The Richfield EDA authorized the creation of a Small Business Loan program for local businesses impacted by COVID-19. More information here.

    City Closures and Cancellations

    This list has been updated as of April 3, 2020 at 3:30 p.m.:

    As of now, the City has undertaken measures to encourage and support social distancing. It is important to remember that the COVID-19 pandemic is a fluid situation, with health recommendations and guidance changing on a regular basis, so we will evaluate the city’s postponements, cancelations and closing on a weekly basis. 

    The following CITY FACILITIES / SERVICES impacted at this time:

    • Richfield Municipal Center (By-appointment only through April 10)  
    • Motor Vehicle Services at Richfield Municipal Center - (available for drop box service)
    • Passport Services at Richfield Municipal Center (available for limited appointment-only service) 
    • Liquor Stores:
      • Penn Ave Liquor Stores - 6444 Penn (Reduced hours, 11 a.m. - 6 p.m.)
      • Cedar Ave Liquor Store - 6600 Cedar (Reduced hours, 11 a.m. - 6 p.m.)
      • Lyndale Ave Liquor Store - 6444 Lyndale - (Reduced hours, 11 a.m. - 6 p.m.)
      • Shoppes at Lyndale Liquor Store - 7700 Lyndale - (CLOSED until further notice)
    • Wood Lake Nature Center (programming CANCELLED, building CLOSED until further notice)
    • Richfield Community Center (CLOSED until further notice)
    • Richfield Ice Arena (CLOSED through August 31)
    • Richfield Public Works Facility (CLOSED to the public until further notice)
    • Richfield Water Plant (CLOSED to the public until further notice)

    The following CITY EVENTS have been cancelled:

    • Richfield Red, White and Blue Days - CANCELLED 
    • Easter Egg Scramble - April 4 - CANCELLED 
    • All Wood Lake Nature Center programming and events - CANCELLED
    • Winter Farmers Market (In-person - CANCELLED, online ordering available)
    • Minnesota Magicians (season suspended)
    • Senior Dining (all programming CANCELLED)

    Closure of Local Eating Establishments, etc.

    On March 25, the governor extended the closure of bars, restaurants, and other public accommodations issued via Emergency Executive Order 20-04 through May 1, 2020.  

    On Monday, March 16, Governor Tim Walz issued Emergency Executive Order 20-04, Providing for Temporary Closure of Bars, Restaurants, and Other Places of Public Accommodation. This order includes the closure of spas, nail salons, hair salons, movie theaters, coffee shops, gyms, and any other locations where groups of people may gather.

    About the COVID-19 Virus

    According to MDH, most patients with confirmed coronavirus disease have had mild to severe respiratory illness with symptoms including fever, cough and shortness of breath. Some patients have had other symptoms including muscle aches, headaches, sore throat and diarrhea.

    Health officials have also identified that seniors and individuals with serious chronic medical conditions are at a higher risk to contract COVID-19, who should take action to reduce the risk of getting sick by staying home as much as possible, limiting non-essential travel and avoiding crowds. The Centers for Disease Control offers excellent guidance for those who are ill or are caring for someone infected with COVID-19.
